The Tax Collector may make a determination that there has been no liability for any tax or assessment, including any Tax Collector's decision, if, at the time of the determination, the landlord has paid either two or three months past rent, or in either event has timely filed an application for nonpayment of tax of which the Tax Collector has received a copy, or has otherwise paid all such tax or assessment which the Tax Collector has authorized the Tax Collector to levy. Limitations or Exclusions. If this section or sections of it appear to be or be construed to be inconsistent with any other law of this State, these sections shall be given the full force and effect.
