The General Court — Special Orders At any time and in any manner that the General Court may deem appropriate, the General Court may issue orders or adopt rules for the conduct of the recount under this chapter and the General Assembly Elections Law (V-1, Article 4, Chapter 12, Special Acts of the General Assembly). The General Court may determine the outcome of each contest, except as provided herein, in the same manner as provided in Sec. 24.2-659. However, the validity of each ballot and the result of each contest must be reviewed pursuant to the provisions of Article 5, Section 24.
